The comprehensive work was done by the HSE-Skolkovo Institute and UCL Center for Law & Economics under leadership of Prof. Ioannis Lianos. The report is the first serious outcome of the BRICS cooperation in the competition law and policy field. The preparatory work on this report was conducted in the course of the Joint Working Group on the Global Food Value Chains established by the BRICS competition authorities back in 2015. The first interim results of this work were presented in May 2016 in St. Petersburg.

On the 22-23rd June the BRICS Competition Law and Policy Forum took place at HSE St Petersburg. The international conference was organised jointly by the HSE-Skolkovo Institute for Law and Development, the Centre for Law, Economics and Society at UCL and the Russian Federal Antimonopoly Service (FAS). Heads of antitrust departments and experts from the BRICS and the EEC were joined by leading academics and experts on competition law from Europe and the US.

Joint Research Platform
BRICS Competition Innovation Law&Policy Joint Research Platform is a project of systematic strategic cooperation of BRICS competition authorities with academia with a purpose to develop unified approaches to antimonopoly regulation of innovative and socially important markets.
The project was initiated and is coordinated by the Skolkovo - Higher School of Economics Institute for Law and Development, a Moscow-based international think tank.

The aim of the project is to provide the first systematic effort to establish a genuine BRICS-oriented agenda and provide information on the BRICS countries’ models in competition law and policy. It might also provide an opportunity to BRICS research community to explore the possibility of the emergence of a BRICS competition law and policy model, in view of the importance the various BRICS countries put on the objectives of development and growth. Starting from concrete economic sectors and developing an academic dialogue among many various academic teams from BRICS the Platform will enable us to develop incrementally a more general BRICS approach to competition law and policy issues.
The ambition of the BRICS Competition Law and Policy Research Platrform initiative is to produce knowledge on regulatory action that would be useful for both the academic community and the world of practice. We seek to actively involve these communities in our various research projects and to promote the interaction and the dialogue between them through the organization of conferences and other events, as well as the promotion of specific research projects.

The pilot project based on web interactive platform is a research project on the global food value chain that is aimed to show the concrete benefits of a more integrated structure with its proper e-infrastructure specifically dedicated to the BRICS countries.
